to throw or not to throw

Why didn't Mantazeral Al-Zaidi throw something harder then shoes? I think that he was filled with so much rage he didn't think of the consequences. He could've been fired or even killed. But I understand why he threw the shoes at Bush he was very angry at him because he was angry because he started the war in Iraq.
